I read 5 to 10% of annual sales is common for advertising and or marketing. I read that in a powerwashing marketing book.

Eesh, I hope the political nonsense doesn't leech it's way into WCR.
If you're going to go with fliers and you've got ~$300 you can get a good, professional design for ~$100 and at least 2500 big 4x11 doorhangers from GotPrint for just over $200. You can also get 100 18x24" yard signs printed for $3/each with stakes and put those out anywhere and everywhere. Once you're established you'll probably want to ditch the signs and switch to direct mail because it's easier to scale but those are both good ways to start moving.
Edit: Ah, read your other post and see I didn't really answer your question. 10% is a good number but don't just toss it at anything, test small and repeat what works. You hear over and over that you need to hit the same people multiple times, but it's really true... pick a given area and saturate them over and over. And join WCRA so everyone can give you more specific details.

Maybe I'm slow but i want to clarify. If i want $5000 a month, you suggest 10% or $500 a month spent on advertising? Just an example.

No, I dont think the 10% will work for new businesses looking for rapid growth (or any growth).
10% seems to be a good number for an established business..

As long as you are doing everything right, the more you spend the bigger the return. The BIG question is - WHAT is doing everything right??
- Who is your target demographic?
- Why are they your target demographic?
- Time of year?
- Type of card?
- How much work can you handle?

Based on the business goals for the year and because I have mapped out the years mailings already we will most likely spend 28% of our total gross on advertising. That is based on reaching our goals for the year.
