No it doesn't -- dishsoap does!!!

So what is this Gutterzap like on the flowers it may drip on

ive heard that it dont work well diluted at all
and very tricky to use as it dries to fast than it a real chore

You need to rinse all surrounding areas with water. We rinse before, during and after we use Gutter Zap. We've been using a 1 gallon pump up sprayer with a 50/50 mix of Gutter Zap and water. Spray the brush on an extension pole, brush the gutters, let dwell a couple of minutes, then rinse with a hose. We use the X-Jet to rinse. Hardly any ladder work is used with this process, if at all. Although we don't do too many gutter whitening jobs, we have never used a full gallon of the mixture on one job.

We have actually found that Hertel in water scrubbed on works well also
